Private hire operator licences

A private hire operator licence is required to enable a private hire vehicle to be dispatched to a customer. A private hire operator must make sure that every private hire vehicle dispatched is licensed and driven by a person who holds a private hire or dual drivers licence.


  • You must operate your business at an address within the Forest of Dean District Council area.

Apply for a DBS check

Please note: if you are a licensed driver, or applying to be, and you intend to operate private hire vehicles you are not required to complete an additional DBS check.

  • Select: Disclosure and barring service (DBS) application
  • Enter the following details:
    • Organisation reference: Cotswold
    • Password: council

To process your application, you must bring 3 forms of identification to the Council offices to be checked by a member of reception. Applicants who hold a valid passport and drivers licence must present these as 2 of their 3 forms of ID. For a full list of ID that is allowed for a DBS check please:

If you have any previous cautions or convictions, these will need to be determined by a Licensing Sub-Committee. Please refer to our policy on convictions for more information.

Apply for private hire operator licence

Once your DBS has been carried out (if required), please return your completed application form and fee of £172 for 1 year, or £683 for 5 years by:

Your licence will be processed within 5 working days.
