Longhope Parish Council has prepared and submitted to Forest of Dean District Council a neighbourhood development plan proposal. 'The plan sets out a range of policies to help secure the parish vision. The examiner’s report and each of the recommendations made by the report were considered at at a meeting of the Full Council on 19th October 2017 it was agreed to make modifications to the draft plan to ensure that it met the basic conditions set out in legislation and that the NDP could proceed to referendum.

The Longhope Neighbourhood Development Plan will now proceed to referendum. It is anticipated that the referendum will take place on 15th February 2018.

Publication of the Longhope Neighbourhood Development Plan

Longhope Parish Council submitted their Neighbourhood Development Plan to the Council on 29th March 2017.

The Longhope Neighbourhood Development Plan and supporting documents were available for comment during the statutory consultation period which ran for six weeks between 19 April 2017 and 31 May 2017.

Submission to the Independent Examiner

The Longhope Neighbourhood Development Plan and representations received during the publication consultation were submitted to Mr Andrew Ashcroft the person appointed to carry out the examination of the Longhope Neighbourhood Development Plan on 28th June 2017.

Clarification note
The examiner carried out an unaccompanied site visit to the Neighbourhood plan area, following this and his initial reading of the plan and representations forwarded a clarification note. This note sets out the examiners initial comments on the submitted plan. It also sets out areas where it would be helpful to have some further clarification.

Longhope neighbourhood plan supporting documents

A neighbourhood plan examination is very different to a local plan examination and the examiner will only test to make sure that the plan meets the basic conditions and other relevant legal requirements. Unlike other Local Plan documents, the soundness and other material considerations of the plan will not be tested.

Examiner's Report

The Examiner's report on the Longhope Neighbourhood Development Plan was received on 31 August 2017. The Neighbourhood Plan, list of modifications suggested, the committee report and recommendations were presented to Cabinet and Full Council in October 2017. The independent examiner’s report concluded that, subject to making the modifications recommended, the plan met the basic conditions set out in the legislation and should proceed to a neighbourhood planning referendum.
