Longhope neighbourhood plan

The Longhope Neighbourhood Development Plan (NDP) was made part of the Forest of Dean District Council's development plan on 1 March 2018, following the positive result of the referendum, where 90.98% of those who voted were in favour of the plan. The Longhope Neighbourhood Development Plan will now be used to help decide planning applications in the Neighbourhood area.

The Longhope Neighbourhood Development Plan and decision statement can be viewed above on the Forest of Dean website and at the Council Offices, Forest of Dean District Council, High Street, Coleford, Glos. GL16 8HG during normal opening hours.

Previous Steps in the Plan

Longhope was designated as a Neighbourhood Area on 19 September 2013.

Publication of the Longhope Neighbourhood Development Plan

Longhope Parish Council submitted their Neighbourhood Development Plan to the Council on 29th March 2017.

The Longhope Neighbourhood Development Plan and supporting documents were available for comment during the statutory consultation period which ran for six weeks between 19 April 2017 and 31 May 2017.

Submission to the Independent Examiner

The Longhope Neighbourhood Development Plan and representations received during the publication consultation were submitted to Mr Andrew Ashcroft the person appointed to carry out the examination of the Longhope Neighbourhood Development Plan on 28th June 2017.

Clarification note

The examiner carried out an unaccompanied site visit to the Neighbourhood plan area, following this and his initial reading of the plan and representations forwarded a clarification note. This note sets out the examiners initial comments on the submitted plan. It also sets out areas where it would be helpful to have some further clarification.

Examiner's Report

The Examiner's report on the Longhope Neighbourhood Development Plan was received on 31 August 2017. The independent examiner’s report concluded that, subject to making the modifications recommended, the plan met the basic conditions set out in the legislation and should proceed to a neighbourhood planning referendum. The Examiner’s report was considered at at meeting of the Full Council on 19th October 2017 , it was agreed to make modifications to the draft plan to ensure that it met the basic conditions set out in legislation and that the NDP could proceed to referendum.


The Referendum for the Longhope Neighbourhood Plan was held on 15th February 2018.
