Gypsy, Traveller and Travelling showpeople sites

The 2004 Housing Act  and the Governments Planning Policy for Traveller sites 2015 requires us to assess the accommodation needs of Gypsies, Travellers, and Showpeople and to make adequate provision for them. We have worked with the County Council and the other five district councils in Gloucestershire to undertake an assessment of Gypsy and Travellers and Showpeople's accommodation needs within the county. 

The Gloucestershire Gypsy, Traveller and Travelling Showpeople Accommodation Assessment identifies the county-wide and local authority requirements for sites between 2013 and 2031.The Gypsy and Traveller Accommodation Assessment (GTTSAA) is available both as a full report and executive summary. 

The primary objective of the 2016 Gypsy and Traveller Accommodation Assessment (GTAA) is to provide a robust assessment of current and future need for Gypsy, Traveller and Travelling Showpeople accommodation in the local authority areas of Cheltenham, Cotswold, Forest of Dean, Gloucester, Stroud and Tewkesbury. As well as updating previous GTAAs,another reason for completing the study was the publication of a revised version of Planning Policy for Traveller Sites (PPTS) in August 2015. This included a change to the definition of Gypsies, Travellers and Travelling Showpeople for planning purposes.

The Gloucestershire local authorities of Cheltenham Borough Council, Cotswold District Council, Forest of Dean District Council, Gloucester City Council, Stroud District Council, Tewkesbury Borough Council, and Gloucestershire County Council commissioned RRR Consultancy Ltd to undertake a Gypsy, Traveller and Travelling Showpeople Accommodation Assessment (GTAA) for the period 2021-2041 (2040 in relation to Stroud). The results will be used as an evidence base for policy development in housing and planning and supersede any previous GTAA (including any levels of accommodation needs calculated prior to this assessment) for the Gloucestershire local planning authorities.
